Understanding the Post-Graduation Work Permit (PGWP)

The Post-Graduation Work Permit (PGWP) is an open work permit that allows international students who have completed a program of study at a designated learning institution (DLI) in Canada to work for any employer across the country.

This permit is instrumental in helping graduates gain Canadian work experience, which is a valuable asset when applying for permanent residency.

Eligibility Criteria for PGWP

To be eligible for a PGWP, applicants must:

Complete an eligible program: The program must be at least eight months long and completed at a DLI.
Maintain full-time student status: Students must have maintained full-time status during each academic session of the program, except for the final session, which can be part-time.
Apply within 180 days: The application for a PGWP must be submitted within 180 days of receiving confirmation (like a transcript or an official letter) from the educational institution that the requirements of the program have been met.
Hold a valid study permit: The study permit must have been valid at some point during the 180 days before applying for the PGWP.

It’s important to note that not all programs and institutions are eligible. For instance, students who have completed English or French as a second language courses, general interest or self-improvement courses, or programs at non-eligible institutions are not eligible for a PGWP.

Duration of the PGWP

The length of the PGWP depends on the duration of the study program completed:

Programs less than 8 months: Not eligible for a PGWP.
Programs between 8 months and less than 2 years: The PGWP is valid for a period equal to the length of the study program.
Programs of 2 years or more: Eligible for a PGWP of up to 3 years.

For graduates of master’s degree programs, even if the program is less than two years, a PGWP of up to 3 years may be granted, provided all other eligibility criteria are met.

Recent Updates to PGWP Policies

The Canadian government periodically updates immigration policies to reflect the evolving educational and labor market landscapes. Recent changes to the PGWP program include:

Removal of Field-of-Study Restrictions

As of March 2025, the Canadian government has removed the field-of-study restrictions for international students graduating from degree programs at colleges. Previously, only certain fields were eligible for a PGWP, but now, graduates from all fields at eligible institutions can apply, provided they meet other criteria.

Language Proficiency Requirements

For study permit applications submitted on or after November 1, 2024, applicants must meet specific language proficiency requirements to be eligible for a PGWP. This includes achieving a Canadian Language Benchmark (CLB) level 7 in English or Niveaux de compétence linguistique canadien (NCLC) 7 in French across all four language areas.

In-Class Attendance Requirements

Students must now complete at least 50% of their program through in-class instruction, which includes in-person, hybrid, or flexible courses that require on-campus attendance. Time spent studying outside of Canada from September 1, 2024, onwards will be deducted from the length of the PGWP.

Pathways to Permanent Residency (PR)

Express Entry System

The Express Entry system is a points-based immigration system that manages applications for three federal economic immigration programs:

Canadian Experience Class (CEC): For individuals with at least one year of skilled work experience in Canada.
Federal Skilled Worker Program (FSWP): For skilled workers with foreign work experience.
Federal Skilled Trades Program (FSTP): For skilled tradespeople

Canadian work experience gained through a PGWP can contribute to higher Comprehensive Ranking System (CRS) scores, improving the chances of receiving an invitation to apply for PR.

Provincial Nominee Programs (PNPs)
